It's wheels! Light wheels accelerate fast and give you the most bang for your buck (except for tyres) in improving the performance of your bike.

Rotating mass adds up to rotational inertia - the killer of snappy performance. To get the same increase in performance from a half kilogram saving in wheel weight you'd need to save something like 1.5kg on the rest of the bike. Do the numbers on any component, its not easy and gets very expensive. You end up throwing away good equipment. Good wheels can out last a bike, especially if used for special events and rides.
